i tried google translate which is below ....

At the kind invitation of the Ministry of Interior represented by Brigadier General Adel Al-Hashash, Director General of the Public Relations Department and Moral Guidance regarding the recent statement by the Undersecretary of the Ministry of Interior regarding the hobby of aerial photography by means of radio aircraft in the State of Kuwait, a meeting was held at the Ministry of Interior. Air photography in the State of Kuwait to discuss the possibility of laws and regulations to regulate this hobby and set conditions for lovers of aerial photography, which serves the security of the country and the continuation of this hobby to its lovers

A mini committee was formed between the Ministry of Interior and fans of this hobby to conduct periodic meetings to come up with practical solutions.

Until you set final rules and regulations, fans of this hobby should pay attention to the following:

1- It is forbidden to photograph in the residential and private places for individuals, because it has an impact on the privacy of the families.

2. It is strictly forbidden to photograph in sensitive places in the country such as presidential palaces, security and military places, airports and other sensitive sites in the country

3- A photocopy of the aerial photograph must be requested in a printed letter addressed to the office of the Undersecretary of the Ministry of Interior, Suleiman Al-Fahd, or to the Director-General of the General Department of Public Relations and Moral Guidance Brigadier Adel Al-Hashash in case of filming in public places, including the name of the applicant, Photocopy, time and phone number attached with the photo copy of the civil card. The Ministry of the Interior promised to respond to the book within a day or two.

We ask all lovers of this hobby to abide by the above-mentioned rules and conditions to ensure continuity of the hobby until laws are set in the near future.

And thanks to the Ministry of the Interior for the good deal with lovers of the hobby of aerial photography and save God Kuwait and its Emir and people of all disrespect

They didnt say you cant take photos of residential areas, only presidential palaces. So you cant take pics of where the Emir lives for example, or take pics of Bayan Palace.
Welcome to Kuwestions where you can ask anything relating to Kuwait and receive answers from other members of the community.
