When you data roam with Zain, why can't you use the hotspot feature (on iPhone)? This is killing me, I need to connect my iPad. Is there a way around this?

it depends on the roaming partner i guess i wasn't able to do it in Dubai and UK was possible to do it in Denmark and Sweden if the roaming partner allowing tethering on mobile then u will be able to enable hotspot while roaming if not it wont work or just get an android mobile to do so for you

Fucking iOS!  Now I won't hear the end of it from my Android friends.  And they would be absolutely right.  What kind of shit is that?  Why does the network get to control my iPhone functions but not Android.  Stupid APPLE!

I'm having the same problem.  There seems to be a way to do it with APN settings, but I haven't been successful.
