You can fly for Kuwait airways as a woman but you would need to have an unfrozen ATPL (Air Transport Pilots Licence) and a minimum of 1500 hours total and atleast 500 hours on type,
Which means you would need to complete your flight training , Where you do this is up to you but Europe would be preferable as an EASA Licence is usually held in higher regard than an FAA (American) licence.
Once you've completed your flight training you would need to join an airline on an Ab Initio program preferably to build your experience and hours (Kuwait Airways currently dont' offer this to non-kuwaitis) most flight schools in Europe are tied in with airlines so that cadets can get hired once they complete their training.
Cost is average around 100,000 GBP(Sterling) this would include your training costs, living costs etc.
