Hi. We entered kuwait with some US dollars and the bank won’t change them as they are old printd

Is there anywhere here we can change them for dinar?

Your best bet is Souk Mubarakiya, where there are dozens of money exchange shops. They should take it - but the rate you'll get will be less as compared to new bills.

I know because I also had some old British pounds which they accepted, but the rate was about 6-7 KD less than what I would have gotten had I exchanged new notes.

I think central bank would take them.  US currency does not get taken out of circulation and remains valid forever.

You could try at banks. I am not sure if its only Central Bank here that does it, or all other banks as well. But if you are OK to suffer a loss on the exchange rate, go to small time money changers.
